Guidelines for Media Coverage Siber
Freedom of speech, freedom of expression, and freedom of the press is protected human rights Pancasila, the 1945 Constitution and the Universal Declaration of Human Rights. The existence of cyber media in Indonesia is also a part of the freedom of speech, freedom of expression, and freedom of the press.
Cyber ​​media has a special character that need guidance so that management can be implemented in a professional manner, fulfilling the functions, rights, and obligations under the Act No. 40 of 1999 on the Press and Journalistic Code of Ethics. For the Press Council with news organizations, cyber media managers, and communities prepare Siber Media Coverage Guidelines as follows:
1. Scope

Siber media is any form of media that uses the internet and carry out vehicle journalistic activities, as well as meet the requirements of the Act and Standards Press Releases Company established Press Council.
User Generated Contents (User Generated Content) is all content created and posted by users or cyber media, among others, articles, pictures, commentary, voice, video, and various forms of media uploads attached to cyber, such as blogs, forums, reader comments or viewers, and other forms.


2. Verification and balanced news

In principle, every word must go through verification.
News that could harm others require verification at the news the same to meet the principles of accuracy and balanced.
Provisions of paragraph (a) above are excluded, provided that:
Containing news really urgent public interest;
The first source of news is a clear source unidentified, credible and competent;
The subject of the news to be confirmed and whereabouts unknown or can not be interviewed;
Media to explain to the reader that the story still needs further verification is pursued in the immediate future. Explanation loaded at the end of the same news, inside parentheses and using italics.
Having covered the story in accordance with clause (c), shall continue efforts to verify the media, and after verification be obtained, the verification results are listed in the update news (updates) with a link to the news that has not been verified.


3. User Generated Contents (User Generated Content)

Siber media must include the terms and conditions of the User-Defined Content that is not contrary to the Act No.. 40 of 1999 on the Press and Journalistic Code of Ethics, which is placed in bright and clear.
Siber Media requires each user to register a membership and log-in process in advance to be able to publish all forms of user-made content. Provisions on the log-in will be further.
In the registration, cyber media requires users to give written consent that the User Generated Content published:
Do not load the contents lie, slander, sadistic and obscene;
Does not contain content that contains prejudice and hatred associated with ethnicity, religion, race, and intergroup (SARA), as well as advocating violence;
Does not discriminate on the basis of load contents of gender and language, and not degrading the weak, poor, sick, mental disability, or physical disability.
Cyber ​​media has absolute authority to edit or delete the contents of User Defined contrary to paragraph (c).
Siber Media shall provide a complaint mechanism User-Generated Content that violates the provisions of paragraph (c). Such a mechanism should be provided in place easily accessible to users.
Cyber ​​media shall edit, delete, and perform corrective actions any Content and User Defined reported violation of paragraph (c), as soon as possible in proportion later than 2 x 24 hours after the complaint was received.
Cyber ​​media that meets the requirements in paragraph (a), (b), (c), and (f) are not burdened with the responsibility for the problems caused by the loading of content that violates the provisions of paragraph (c).
Siber Media responsible for User Generated Content are not reported when taking corrective action after the time limit as mentioned in item (f).


4. Errata, corrections, and Right of Reply

Errata, corrections, and the right of reply refers to the Press Law, the Code of Journalistic Ethics, Rights and Responsibility Guidelines established Press Council.
Corrected, and the correction or right of reply shall be linked to any news that rectified, corrected or that given the right of reply.
In every news errata, corrections, and the right of reply must be included when loading errata, corrections, and or the right of reply.
If a particular cyber news media disseminated other cyber media, then:
Responsibility cyber media newsmakers limited to news published in the media cyber or cyber media which is under the technical authority;
Corrections news conducted by a cyber media, should also be carried out by another cyber media, quoting from cyber media who corrected it;
Media spread the news of a cyber media and do not make corrections to news media appropriate by Siber owner and or the news makers, are fully responsible for all legal consequences of not correcting the news.
In accordance with the Press Law, the cyber media does not serve the right of reply can be sentenced to a fine of criminal law sanctions Rp500.000.000 (five hundred million rupiah).


5. Revocation News

News that has been published can not be revoked for reasons of editorial censorship of outside parties, except SARA-related issues, ethics, future children, victims of traumatic experiences or other special considerations based on established Press Council.
Another cyber media must follow the repeal of the news media quote origin that have been revoked.
Retraction accompanied by reasons for the revocation and announced to the public.


6. Ad

Siber Media shall make a clear demarcation between news and advertising products.
Any news / articles / content which is a paid advertisement and or the contents must include caption "advertorial", "ad", "ads", "sponsored", or other words that explain that the news / article / content that is advertising.


7. Copyright
Siber media must respect copyright as stipulated in the legislation in force.

8. Inclusion Guidelines
Siber Media Guidelines for Media Coverage must include this in the media Siber is bright and clear.

9. Dispute
The final assessment of the dispute regarding the implementation of the Guidelines for Media Coverage Siber completed by the Press Council.
